Barangay Hinaplanon, Iligan City – Iligan City Disaster Risk Reduction and Management Office (ICDRRMO) conducted a training workshop in a Community-based level to increase awareness, prevention and mitigation in the event of local disasters and hazards.
November 27, 2018 saw the start of the three-day long “Community First Responder and CBDRRM Incorporating Quality Assurance System Training Workshop” in an effort to improve Community-based participation through an integration of program action plans for the safety and the saving of and the overall preservation of lives.
Human Induced Hazard
Guest speaker for the occasion, former City Police Director, PSSUPT. Leony Roy G. Ga, said that pro-active measures, paying attention to our environment, staying alert, and proper reporting enhances appropriate response to man-made hazards.
With additional force multipliers in the community level in place, Community-based vigilance and cooperation greatly helps counter terrorism. Information is very precious, “With your support and cooperation, we will save lives,” Ga said.
Incident Command System
Designation and defining specific roles and responsibility of Responsible Officials and Incident Commanders ensures incident safety at the community level.
“Avoiding an incident within an incident” is crucial. The second guest speaker for the training-workshop, Lamberto S. Macapagal, Jr., pointed out that Community Incident safe objectives. Safety should always be in mind (for responders).
Community based Fire suppression Technique
SFO1 Romano D. Tablon, third guest speaker, elaborated that a “sense of responsibility towards safety and resourcefulness should be applied” in case of fire, for example.
Integration of fire safety programs in barangays is paramount. Safety education to Puroks/Barangays about fire prevention should be properly disseminated.
“Calls should come in, someone should report any incidence of fire,” Tablon said.
Awareness through community-based information agency, with the family as the basic unit, information and teachings about possible causes of fire and its prevention should be read, internalized, and spread.
According to Tablon, “The importance of having roads is one of the major factors that hinders response and should be addressed at the community level. The one bucket/pail of water per household for emergency use should be mandatory.”
Operation Listo and CBDRRM incorporating QAS
A Comprehensive Barangay Disaster Plan should be laid down. Such Barangay Action Plan with the LGU/DILG’s approval, should be implemented for each barangay.
With an early warning system, evacuation plan at hand, risk assessments and plans for hazards for barangay implication, in the likelihood of calamities, hazards and/or man-made disasters, with everybody’s cooperation, can achieve safety.

Basic Life Support and Life saving Skills
Lecture and demonstration of Basic Life Support-CPR, Life Saving Skills: Vital Signs Taking, Bandaging and Patient Casualty Handling, Splinting and Improvised stretcher were conducted during the second day by ICDRRMO Team members Mr. Julius Bado and Mr. Rae Randolph Roxas.
The third day covered additional Skills demonstration for Vehicular Extrication and Helmet Removal, Q & A and Review of Skills for participating Hinaplanon Purok Presidents, Councilors and other representatives, which ended up with Scenario-based learning and Return Demonstrations of participants.
Pilot Barangay
Mr. Patrick S. Nuñez, OIC-ICDRRMO Head, in behalf of Iligan City’s Honorable Mayor Celso Gomera Regencia, along with Hinaplanon Barangay Captain Veronico “Nick” Echavez distributed Purok First Aid Kits to Purok Presidents during the closing ceremony.
This is the first time that this kind of training workshop was conducted at Barangay Hinaplanon, as the ground zero during Typhoon Sendong. It was chosen as the pilot barangay. According to Nuñez, the City Government of Iligan along with the ICDRRMO aims to put a first responder in each household in the near future.
